BY a vote of 5 to 3, the Senate on Thursday adopted the impeachment policies proposed by the Committee on Judiciary, Government, Legislation and Federal Relations and the Committee on Govt Appointments and Governmental Rules.
The policies ended up adopted as Senate Resolution 22-1, which was released by Senate President Jude U. Hofschneider, a Republican from Tinian.
Flooring amendments were proposed by minority bloc Sens. Edith Deleon Guerrero, a Saipan Democrat, and Paul Manglona, a Rota impartial, and place to a vote, but these ended up rejected, 3 to 5.
Joining Deleon Guerrero and Manglona in voting for the amendments was Rota Unbiased Sen. Teresita Santos.
Senate Vice President Justo Quitugua, a Saipan Republican, was absent.
The other senators are Republicans Francisco Cruz of Tinan, Victor Hocog of Rota, Karl King-Nabors of Tinian, and Vinnie Sablan of Saipan, the working mate of Republican Gov. Ralph DLG Torres.
Senate President Hofschneider mentioned for the duration of the session that specific counsel Joe McDoulett was retained by his office environment to assist with the impeachment rules.

Santos questioned the Senate impeachment rules for the trial of Torres.

Santos pointed out that in the U.S. Congress, the impeachment supervisors are chosen by the Dwelling speaker.
As for the rule to limit the impeachment prosecutor to just the Property authorized counsel and staff, Santos reported this is “unjust, unethical, unfair, and unreasonable” to the Residence of Representatives.

She also noted that there ended up no constraints placed on who the impeached official can have as legal counsel and personnel for the impeachment proceedings.
“Again, this is extremely biased, partial, and unfair to the Household of Reps… I am not a legal expert, but based on my knowledge of the proposed rules, the Senate will not be conducting a fair and neutral trial and, if these regulations are adopted, we might not even have a demo at all. The proposed rules are littered with bias. It is extremely obvious and clear that the scales of justice have been deliberately tipped to accommodate the impeached,” she claimed.
According to Sen. Deleon Guerrero, “It is distinct that the adopted impeachment regulations do not spell justice.”
Senator Manglona similarly opposed the impeachment regulations.
Voting in favor of adopting the policies had been the Senate president, the Senate floor chief, Hocog, Cruz and King-Nabors.
Those people opposed had been Deleon Guerrero, Manglona and Santos.
On Jan. 12, 2022, by a vote of 15 to 4 with 1 abstention, the Democrat-Independent-led Residence impeached the Republican governor for fee of felonies, corruption, and neglect of responsibility. He has denied the allegations.
He will be removed from office environment if 6 members of the Republican-led Senate vote for his conviction.
